Born on 19 July 1952 in Tirana, Albania.
Graduated from the State University of Tirana with the degree “Engineer for Civil Works, Industrial, Road, Bridge and Tunnels”, with specialization in structural design in construction.
He volunteered in road and railway construction across Albania. From 1982 to 1994 he worked as constructor, designer and supervisor at the Institute of Urban Studies and Architectural Design in Tirana, and participated in earthquake recovery projects from 1975 to 1994. Since 1994 he has worked as an independent professional in design, supervision, commissioning and construction management.
In 2008 he achieved recognition of his Albanian diploma and coursework at bachelor level in the United States.
